The Waste Management Strategy Study was commissioned in January 1997 by Dublin's four local authorities - Dublin Corporation and Fingal, South Dublin and Dun LaoghaireRathdown county councils.
It was carried out by MCCK, a consortium of consultants comprising M.C. O'Sullivan, consulting engineers; the City of Copenhagen Environmental Protection Agency; COWI, a Danish firm of engineers and planners, and KPMG management consultants.
The aims of the study were:
To determine and assess the current waste-management situation in the Dublin region with regard to the quantity and nature of waste generated by households, the commercial and industrial sectors, and other waste "streams";
To recommend an integrated waste-management strategy for the efficient future management of these wastes in the region, in accordance with current legislation and developing environmental policies, together with a plan for its implementation;
To recommend the most appropriate organisational, regulatory and funding mechanisms in support of the preferred waste-management strategy.
The study, which was overseen by a steering committee chaired by Mr Derek Brady, assistant city manager in charge of engineering services, aimed to devise the "best practicable environmental option" for dealing with Dublin's waste.
