The former Fianna Fail TD Mr Liam Lawlor has walked out of the Mahon tribunal at Dublin Castle after he was denied the opportunity to make an oral submission.
Mr Lawlor said new terms of reference announced by the tribunal gave the tribunal's three joint chairmen the most sweeping powers imaginable.
He had asked to make a submission on the expanded terms of reference approved by the Government recently.
He said no further purpose could be served by his presence until a High Court challenge is heard.
The former TD has been jailed three times for failing to obey rulings by the Mahon, formerly Flood, tribunal, on his failure to provide relevant information on his financial affairs.
Mr Larry Goodman told the tribunal this morning that he provided £350,000 (around €450,000) to Mr Lawlor in 1987. This was used to buy land at Coolamber in west Dublin.
Mr Goodman said he was promised half of the profits on developing the land.
However, he claimed he never received any profits and that he is still owed €157,000 on the deal.
