Fianna Fail will implement the minimum rates of social welfare payments recommended by the Commission on Social Welfare by 1999 if it is returned to power. The promise is contained in its position paper on social inclusion, "An Inclusive Society", which the party unveiled yesterday in Dublin. The paper sets out a targeted coordinated strategy across a range of areas to address marginalisation and disadvantage, especially in urban Ireland. Fianna Fail also promised to introduce a national hourly minimum wage rate and proposed a tax allowance to ease the transition from unemployment to work.
