A Northumbrian whose pig farm was at the centre of investigations into the source of the foot-and-mouth epidemic says he is to be prosecuted over the outbreak.
Mr Bobby Waugh says Northumberland County Council has accused him of "failure to notify the existence of disease in pigs between its occurrence and discovery by MAFF".
He is also accused of "feeding unprocessed catering waste to pigs" before the outbreak at his farm, at Heddon-on-the-Wall, in February.
The council says it has contacted Mr Waugh but says it could not discuss the specific allegations because of legal proceedings.
Mr Waugh says he was being made a scapegoat and intended to fight the allegations.
He said: "They are just clutching at straws. I can disprove all these charges.
"They are determined to make me responsible for the foot-and-mouth crisis."
