Ankara - EU membership candidate Turkey should rapidly institute far-reaching human rights reforms or face a delay in its accession process, the EU's Commissioner for Enlargement, Mr Gunther Verheugen, said yesterday.

Mr Verheugen said earlier the EU would double the money available to Turkey this year to 180 million euros ($168 million) as it prepares for membership talks.
