BRUSSELS - The European Union agreed a draft convention on extradition yesterday which should help avoid situations where suspected terrorists wanted in one EU country can be set free in another.

The convention must be agreed by 5 p.m. (Irish time) today. "The prospects are goods" that this will happen," an official said.

EU leaders said at the end of their Florence summit on Saturday that the convention should be agreed by the end of June.
