LONDON - The British Prime Minister was last night meeting ministers to discuss the recommendations of Lord Cullen's report on the Dunblane massacre, which was submitted to the government early yesterday.

Lord Cullen conducted a five week inquiry after Thomas Hamilton shot dead 16 children and their teacher at Dunblane Primary School in March before shooting himself. Publication of the report, with the government's response, is expected tomorrow.
