The paper does not make recommendations, but raises a number of issues with the intention of generating debate:
should the anonymity of those involved in incest, rape or other sexual offences be extended or further restricted?
can constitutionally safe ways be found to further assist complainants in cases of rape or sexual assault?
should incest between consenting adults be decriminalised?
should the law on incest be extended to cover adoptive parents and step-parents?
should soliciting, particularly by children, be decriminalised?
should the age of consent to sexual activity be reduced, particularly between teenagers?
should a register of sex offenders be introduced, or alternatively, a scheme of post-release supervision of sex offenders?
should the law on importation of pornography be strengthened?
