Washington - The US Congress approved a bill to pay off over $800 million of United Nations arrears, but the White House said President Clinton would veto it because it included an anti-abortion measure.

The Senate voted 51-49 for the bill with several mostly moderate Republicans, also unhappy with the anti-abortion language, voting with minority Democrats.
