Beijing - Beijing is revising its laws to make it tougher for foreigners to adopt Chinese babies, but easier for Chinese. The proposed rules, now before China's parliament, are designed to "ensure the maximum safety and protect the interests of adoptees", Xinhua quoted the Civil Affairs Minister, Mr Doji Cering, as saying.
