Madrid - A year after the Basque separatist group ETA ended its ceasefire, the Spanish Prime Minister, Mr Jose Maria Aznar, said he had ruled out any further peace talks except to negotiate "when and where they will surrender their arms". Mr Aznar vowed in an interview to do whatever it takes to crush ETA, which has been blamed for 21 killings this year.
