Mexico City - A judge has ordered the arrest of fugitive former Tourism Minister Mr Oscar Espinosa, who resigned his cabinet post last week and disappeared amid charges he embezzled $45 million in state funds.
The order represented the first time in recent memory that an arrest warrant had been issued for a sitting or former cabinet minister in Mexico, where government officials have traditionally enjoyed immunity from prosecution.
