LONDON - The British Home Office yesterday unveiled proposals that would empower courts to move quickly against stalkers, with long prison terms for persistent offenders. Under the "two track" bill a victim would be able to seek an immediate civil injunction if unwanted words or behaviour were used against her or him "on more than one occasion."
