NEW YORK -UN SecretaryGeneral Kofi Annan yesterday unveiled plans to overhaul bureaucracy, shrink budgets, merge programmes and put the savings at work in poor nations.

Specifically, Mr Annan recommends the appointment of a second-in-command, expected to be a woman, and the creation of a cabinet that would cut by a third the number of officials reporting to him. - (Reuter)
