A paper on measures to deal with hate crimes in Northern Ireland has been launched by the Alliance Party.
Proposals will be submitted to the government next month after the paper is circulated to a range of organisations and individuals both in Northern Ireland and farther afield.
The Alliance leader, Mr Sean Neeson, said yesterday that hate crimes harmed victims doubly: "Not only do they experience the crime itself, but they also suffer from feelings of exclusion from society."
