A DRAFT code of safety issued yesterday advises that, in general, indoor concerts should he all seated events. This arrangement would allow for the swift removal of troublesome patrons, Mr Bernard Allen, Minister for State at the Department of the Environment, said. The code is aimed primarily at promoters and others involved in planning and running indoor concerts.
It recommends that proper crowd management is central to concert safety. Before an event, promoters should assess the probable risk arising from the profile of the performers as well as anticipate audience response to the act. The promoter is also responsible, according to the code, to ensure that performers understand acceptable standards of behaviour.
