SAN JOSE - President Clinton has flown from Mexico to Costa Rica for a summit of Central American presidents. Earlier, in Mexico City, human rights groups painted a grim picture of Mexico's human rights record in a private meeting with the US Secretary of State, Ms Madeleine Albright.
At the meeting, which was kept secret by US officials, the groups told Ms Albright of an "alarming" rise in cases of torture, arbitrary arrest and disappearances in Mexico in the past few years, despite closer economic ties with the US.
