MICHAEL and Frank Quinn, owners of the Lansdowne Hotel, Ballsbridge, Dublin 4, have failed for the second time to secure planning permission to change the use of a large Georgian house at 55 Pembroke Road. Last August, An Bord Pleanala overruled Dublin Corporation's decision to allow the house to be converted into a 17-bedroom guesthouse. Last week, the board blocked the corporation's decision to change the house into a 14-bedroom guesthouse and five large apartments.
