RUAIRI Quinn interrupted his Budget preparations to fly to the Mitterand funeral yesterday. But it will be full steam ahead from this weekend right up to Budget day, with the key decisions likely to be made in the middle of next week. The indications are that Mr Quinn will follow last year's practice and stick to a fairly short speech of around one hour, a welcome departure from the marathon budget speeches favoured by Bertie Ahern.
