Business leaders have criticised the move to scrap the ceiling on employers' PRSI.
The move, made in the Budget by the Minister for Finance Mr McCreevy, was condemned by Citigroup Ireland, IBM Ireland, Dell Ireland and drinks group C&C.
Citigroup Ireland's chief executive, Mr Aidan Brady, said: "It's a bit of a shock. It's not something that was anticipated."
