European Union governments are gradually reducing the amount of state subsidies they pay to struggling companies but the level is still too high, the EU's Competition Commissioner, Mr Mario Monti said yesterday.

The 15 EU governments paid an annual average of €93 billion (£73 billion) in state aid between 1996 and 1998, or €250 per capita. The average was €104 billion in the preceding three years.
