Associated Newspapers Ireland is likely to launch its new Metro free newspaper within weeks, although no distribution deal has been reached with any of the CIÉ companies.

It is understood Associated Newspapers Ireland has in the last few days significantly advanced plans for the new paper, with extra equipment and desks installed in its offices in Ballsbridge. However, the company has refused to comment on its plans. The idea of a Daily Mail for Ireland is also being considered.

However, sources denied advertisements on RTÉ Radio yesterday were for the new Metro product. The advertisements were for a new broadband product, the sources claimed.

Advertising sources have been given informally about the plans, but no official rate card for the new product has been circulated. Its success could depend heavily on access to public transport services.

In London Associated Newspapers, publisher of the Evening Standard, has a long running deal for distribution through the London Underground network.

Rival publisher Richard Desmond has complained this prevents other competitors entering the freesheet market. While Dublin's transport infrastructure is much smaller, access to bus and rail stations would be a major plus for any new product.

However, it is understood CIÉ will not permit any freesheet products to be distributed at DART or mainline stations.

The idea of giving out the Metro at bus and train stations has been broached with CIÉ management, but the company is unwilling to enter into distribution arrangements. Discussions have also been held with the Rail Procurement Agency (RPA), concerning the Luas, but an agreement has not been reached so far.

Sources said yesterday agreement with CIÉ might not be necessary for the new product to be a success. Copies of Metro could be distributed near stations rather than on actual CIÉ property, said a source. The product could also be distributed through other outlets and social venues.
