A clothing manufacturer based in Ballina, Co Mayo has made a £439,789 (€558,417) payment to the Revenue Commissioners following an audit investigation.

The audit found Rowear Ltd had made an under declaration of PAYE and VAT worth more than £324,355. The Revenue imposed interest and penalaties worth £115,434.

Three years ago it emerged Rowear was one of several clothing companies to receive investment from foreign citizens through the controversial passports-for-sale scheme.

The company's settlement is the largest included in the latest list of tax defaulters published in Iris Oifigiuil which includes 68 payments worth some £3,758,467. The list is for settlements in excess of £10,000 for the period between July 1st 2000 to September 30th 2000.

The list includes 11 settlements noted as arising from the Revenue's investigation into National Irish Bank. These total some £684,776 and include a £152,555 payment by Mr Bernard Glancy, a seller of animal foodstuffs and fertiliser in Co Roscommon.

Mr Glancy, who could not be contacted yesterday, is listed as defaulting on tax worth £49,191 and paying interest and penalties worth £103,364.

In its 1999 annual report, the Revenue said 195 of the 429 individuals being investigated as part of its NIB inquiry had made settlements totalling £16.6 million. It is likely a large number of further settlements will be made over the coming year.

The second largest settlement included on the list was some £226,907.53 paid by Whiriskey Refrigeration, a firm based in Rockmont, Co Galway.

A Cork-based computer software development firm, Infosolv Ltd, made a £208,505 payment due to under declaration of VAT and PAYE.

Other significant tax defaulters include Thomas Patrick Higgins, listed as a hotel, in Claremorris, Co Mayo, which paid £197,263 and Cyprian Briody, car sales, based in Kingscourt, Co Cavan, who made a £150,000 payment. Eleven builders feature on the list of defaulters including Niall O Siordain Agus A Chlann Mac (An Craoslach Teo), based in Creeslough, Co Donegal, which made a £170,758 payment for under declaration of VAT & PAYE.

Ten publicans are listed including The Coopers Lounge Ltd in Terenure, Dublin which paid £58,499 to the Revenue for under declaration of VAT.
