RUGBY'S 10-yard advancement rule to punish dissent might be adopted by FIFA within two years after a successful pilot scheme in Jersey. The governing body of soccer is backing an idea which came from the Channel Island, which allows a referee to move a free kick 10 yards closer to goal if players argue with a decision or refuse to retreat.
The law was introduced this season and appears to have been popular with both players and referees alike. FIFA's international board heard about the rule at a meeting and have targeted a number of leagues in Switzerland as a further testing ground. If the rule's success continues it could be introduced worldwide by the 2000/2001 season. FIFA have already asked Jersey to extend its trial period to next season.
