An Bord Pleanála has turned down a planning application for an apartment development on land known as Dudley's field, formerly part of the Airfield estate in Dundrum in south Co Dublin.
The field was sold by the Airfield Trust and planning permission for 62 apartments and leisure facilities was granted by Dún Laoghaire-Rathdown County Council earlier this year.
The decision has been welcomed by locals who campaigned against the development.
In its decision, An Bord Pleanála said it "had regard to the nature and scale of the proposed development which consists of primarily residential and mixed commercial use".
The board added the development would contravene council objectives to preserve and provide for open space and residential amenities as set out in the current Dun Laoghaire-Rathdown County Development Plan.
Airfield is a working farm that is open to the public.
There is also a car museum that features classic vehicles owned by the Overend sisters, who left the estate to the public through the Airfield trust.
The museum includes Letitia's 1927 Rolls-Royce, Naomi's 1936 Austin-Tickford and Lily's 1922 Peugeot.
