A stand-off between developers Zapi Properties and Wicklow County Council - which resulted in construction halting on a major residential scheme at Charlesland between Greystones and Kilcoole in Co Wicklow - has been resolved.
The dispute was over funding of part of the Southern Access Route.
Zapi agreed to provide a €12.5 million loan in advance of NRA funding to Wicklow County Council for the construction of the Southern Access road linking the N11 to Greystones in return for being allowed to build 900 metres of a dualcarriageway link on lands in the council's ownership.
Zapi also agreed to provide up to €15 million for the construction of the Kilpeddar Interchange.
The dispute arose when Wicklow County Council asked Zapi to carry out a further part of the Southern Access Route at a cost of €3 million.
Aranbel Construction Limited, the developers of the first 277 residential units on the site, terminated its contract with Zapi Properties over uncertainty regarding infrastructure. SM Morris Ltd, the contractor for roads and infrastructure on the site, was advised by Zapi to suspend works and vacate the site.
The overall planning permission for Charlesland includes 1,342 residential units, a 12-unit neighbourhood shopping centre and a 1 million sq ft business park.
Zapi Properties owns 200 acres and Wicklow County Council owns 22 acres and plans to build over 200 homes.
