Sir, – Keith Lowe (Property, July 28th) makes a strong case for the introduction of incentive packages for first-time house buyers.
However he seems to conflate the needs of first-time buyers with the building of new homes. This is a mistake. In the past many first-time buyers were induced into purchasing homes in areas lacking amenities because of the high rate of stamp duty imposed on second-hand properties.
If incentives are to be given they should not be confined to new builds. Assistance should be equally available to first-time purchasers of older housing stock.
This would help to revitalise many urban areas and reduce the high costs of commuting and the duplication of essential services on greenfield sites.
