Sir, - In his review (Books, July 18th) of the book on the Balkan conflict To End A War, your reviewer Tadgh O'Sullivan correctly takes to task the author Richard Holbrooke for referring to President Clinton as having made a "trip to both Ireland and Northern Ireland". It is therefore extraordinary that your reviewer himself refers to "all of Ireland, both Ulster and the rest of us" in the context of the work of George Mitchell.

If this Ulster he refers to includes counties Donegal, Cavan and Monaghan, then one is intrigued to know how they differ from "the rest of us". On the other hand, if these counties are meant to be part of the "rest of us" does this mean Ulster has shrunken in the mind of a prominent Irish public servant to the dimensions and populations as defined by the likes of Carson and Paisley? One would hope not. Such ethnic cleansing of Ulster, even in print, would be unacceptable to the "rest of us". - Yours, etc., James McLaughlin,
