Sir, - The most likely explanation for the placing of over 590 lottery tickets in a library in Waterford is, in my opinion, neither a generous lottery winner nor a person trying to atone for secret sins - the two theories mentioned in your report of June 28th ("Waterford library now a temple of lottery").
I believe that the real cause is that the anonymous donor is a person experiencing hypomania or mania, a phase in bipolar disorder (more commonly known as manic-depressive psychosis).bestowal of money and gifts to total strangers.
Although my plea is unlikely to be heeded, I think there is an ethical responsibility on those who have benefited from this windfall to hold on to their winnings with a view to reimbursing the patient when he/she recovers. - Yours, etc.
