Sir - On your Letters page of September 27th, I find Aiden Desmond lauding the US versus the EU because "each state, regardless of numbers, has equal representation in the Senate", while "the European Union can have no such boast". Indeed, he tells us that this is why he voted No to the Nice Treaty.

Well, according to the Nice Treaty, no measure could be passed in the European Council without its votes representing (a) the majority of the EU population and (b) the majority of member-states.

Part (b) of that two-tier system means each state does have its equal vote. Will Mr Desmond vote Yes next time?

As to the "mealy-mouthed equivocation" from Paris and Berlin, I presume it has excaped Mr Desmond's notice that these countries are in a military alliance with the US, and have immediately declared their "full and unconditional support" (in Chancellor Schroeder's words).
