Sir, - On Sunday, December 8th, on my way to Mass, there were a half-dozen beer-cans scattered under a tree in our little public park, the footpath was strewn with debris from the take-away, and advertising leaflets were tucked behind the windscreenwipers of all the cars in the area.
And I wondered where the Howlin custodians of the environment, empowered by his recent Litter Act to penalise litter-louts, were in action that week-end. Like Victoria, we (the public) are not amused . . . - Yours, etc.
