To portray travellers and non travellers as two social groups is a totally spurious exercise. Travellers are a social group and are a minority. Non travellers are the rest of us, the general public. You offend no one by saying that the crime wave in Dublin is the work of non travellers. To say that crime in rural areas is, at least proportionally, largely due to the travellers singles out a social group in society. A social group can be identified and therefore persecuted.
