Sir, – There has been some discussion on the use or abuse of the word reform when used in the context of reporting Government policy. In the last century reform usually defined a measure of social policy that involved an increase in the living standards of the poor at the expense of the incomes of the better off. In this century, so far, it has meant a reduction in the standards of living of the lowest paid, leading to a commensurate rise in the incomes of the wealthy. Same meaning, different emphasis. – Yours, etc,
