Madam, - Mr John A Cullinane (January 22nd) proposes that the State prohibit the importation of all motor vehicles that could not be "effectively and simply immobilised". He expands his argument by suggesting that this would have the effect of a drop in crime rates among bored adolescent youths and subsequently a reduction of injuries and deaths caused by "joy-riding".

A laudable proposal, indeed. However, would it not make more sense if the State devised a method to "effectively and simply immobilise" the recidivist adolescent young criminals? - Yours etc.,
