Sir, - If holders of public office and recipients of remuneration from the taxpayer are found in conduct which is unwise, mistaken or ill judged, is there any arbitrary, totalitarian, capricious or whimsical criterion by which it can be determined that the holders will continue to hold and the remunerators will continue to pay?
