Sir, - Whatever the rights and wrongs of the air strikes, NATO has clearly bypassed the UN on this occasion. In doing so, it may have jeopardised the future perception of NATO peace-keeping or peace-enforcing roles. In the light of this, should the Government proceed with taking Ireland into the Partnership for Peace programme? At the very least, we should seek assurances that such actions do not occur again without a specific UN mandate. - Yours, etc.,
