Sir, I note from The Irish Times that, defiant of all criticism and blind to impending High Court action, the worthy burghers of Galway City are still determined to build a sewage plant in the middle of Galway Bay, at the same time that the Augean stable of the Justice Department is (or is not) to be itself cleaned up.
The current crisis in Galway council is of a piece with the current crisis in the Department of, Justice. In both cases "Sir Humphrey" rules, and the political representatives appear to be just so many pawns.
I served in two major London borough councils for half a decade (1981-86) so I am somewhat familiar with the powers of unelected, uncontrolled, permanent, professional officials.
