Sir, - I refer to Eileen Brophy's comment on Michael Foley's report (June 24th) on Irish NUJ fiscal independence. In her letter (June 26th), Ms Brophy asserted that Michael Foley was uninformed about the "actual situation" and maintained that what was taking place was "routine" and a "basic examination" of "housekeeping arrangements" within "existing structures".accurate analysis of what would be a unique and fundamental change in NUJ structures and in its relationship with Ireland.

As an NUJ activist aware of the developing situation regarding this proposal, I am dismayed at Eileen Brophy's attempt to stifle debate and obscure the situation. Michael Foley upholds the best traditions of journalism by bringing to light, in a measured and responsible manner, a matter being secretly negotiated with the General Secretary of the NUJ who refuses to release all documentation under discussion.

The motion passed at the Irish Executive Council (June 25th) merely masks the intention to proceed to Irish financial autonomy and heightens rather than allays fears. It should he pointed out that all this takes place against the stated policy of an Irish conference which rejected Irish financial autonomy (May 27th, 1995).

Ms Brophy's letter merely confirms the need for public discussion of this matter. - Yours, etc.,
