Sir, - The fears expressed by Irish Business Against Litter (IBAL) about non-enforcement of last year's litter legislation have, unfortunately, been well founded. Local authorities have transferred responsibility to property owners and the results are clear - a negligible improvement in standards. As independent research shows, there is a clear link between economic prosperity and litter control, and tourist surveys have consistently shown that visitors to Ireland see this as a major shortcoming. In the absence of enforcement, the legislation itself is useless.
