Sir, – Fintan O’Toole, in his article on governmental disregard for the Constitution (Opinion, November 22nd), says Article 28 defines the “Cabinet”. In fact, Article 28.1 speaks only of the “Government” which “shall consist of not less than seven and not more than fifteen members”. The “Cabinet” finds no mention at all in Bunreacht na hÉireann (or for that matter in statute?), being purely a colloquial usage based on the British model.

You will also look in vain for mention of “ministers of state” (formerly parliamentary secretaries) who are not members of the government, properly or constitutionally speaking. – Yours, etc,
