Sir, - Would John O'Donoghue, Minister for Justice, Equality and Law Reform, like to direct his Press and Information Officer, Tony Cotter, to explain how, even when the Human Rights Commission is eventually set up, "Ireland will have one of the most developed . . . human rights infrastructures in Europe" (March 10th) when it is the only State in the Council of Europe which has failed to incorporate the European Convention on Human Rights into domestic law?
