Madam, – There is a lot of debate about “opt-out” or “opt-in” systems for organ donation. The HSE audit showed that donor preferences were very important. If an individual had previously expressed a wish to donate, organ donation almost invariably proceeded.

Unfortunately, the wishes of the donor are unknown in the majority of instances. There is a simple remedy for this situation, which would cover most of the adult population. Currently there is a small, optional, consent to organ donation on the back of the driving licence. It is rarely used. If this were made a mandatory field on the driving licence application and renewal forms, the preference (Yes/No) could be recorded on the licence at the time of issue.

It would be important to clarify that this would be a preference, it would not be legally binding; and that the next of kin would have the final say, as is current practice. This system should be cheap to introduce as the vehicle licensing structure is already in place. It could, in time, evolve into a national register of individuals who might wish to donate. It might have the added advantage of focusing applicants’ minds on the hazards and responsibilities involved in operating a motor vehicle. – Yours, etc,
