Sir, - I wonder if the Minister for the Environment, as part of his programme for the democratisation of local government, will remove the emergency powers granted to city and county managers under the 1988 Housing Act which allows managers to make decisions regarding the location of halting sites without any consultation with the elected county councillors or local communities?
I would welcome a reply by the Minister or the Department of the Environment in this regard. - Yours, etc.,
