A chara, - One of the transformations that has occurred in schools in recent decades is the removal of the element of fear.
Reports of widespread use of physical punishment are evidence that some schools were once unpleasant places.
We are in danger of re establishing a regime of fear yet again. The education debate is leading to a new order in schools hinged on an executive principal and middle management system. I refer readers to the Education Bill, Section. 47, "including control and direction of staff and all such powers as are necessary".
This new order shall replace the "captain" and "team" situation which now prevails. The collegiate nature of the school decision making is to be abolished. Rather than leading and facilitating the team by example, the captain becomes the boss.
Reference to page 38, "Implementation of the Agenda for change", shows "appraisal of teachers" as a sub heading. The introduction of this concept using the new proposed middle management structure is not conducive to an absence of tension. - Yours, etc.,
