One simple alteration would assist matters in the city centre. Dublin Corporation insists on collecting refuse from the inner city area at peak traffic time in the morning. This causes long traffic jams in Henry Street, Grafton Street and Wicklow Street etc. Most other cities worldwide have refuse collections within city centres after 7 p.m. Why can't we? - Yours, etc..
