A chara, - All that is proposed in the plan announced by Mr McCreevy is a decentralisation of bureaucracy, not a decentralisation of power.
Ireland would be a far better governed country if power was decentralised to a county or provincial level. Powers of taxation, planning, education, health and social services provision, transport and policing would be managed better locally than by central government. Mr McCreevy was right when he said the plan would counteract the Dublin-centred view in the civil and public service. This has to be welcomed.
