Was co-opted to represent Terenure electoral area upon the retirement of Seamus McGowan in 1990. He stepped down in 1991. He never received anything from Frank Dunlop or from any developer.
Tom Kitt TD
A councillor for Dundrum from 1979 until became Minister of State in 1991. Never received donations from Frank Dunlop. During this period he would not have received donations from builders/developers in excess of £500. He does not recall anyone showing an untoward interest in the Quarryvale project.

Senator Don Lydon
Councillor for Stillorgan since 1985. Informed committee he received £420 from Frank Dunlop after issuing a general fundraising circular. In 1991/2 received a cheque of £1,000 from Frank Dunlop for election purposes. This confirmed by Frank Dunlop who phoned him in 1999.
Stated he received £400/£500 from Monarch Properties in a cheque for 1991 and 1999 local election campaigns. Received £1,000 from Monarch for 1993 Seanad election and for 1997 Seanad election. Recalls being lobbied by Monarch.
At 1999 elections received £1,000 donation from Castlemarket Holdings after issuing a fundraising circular. Recalls councillors getting gifts of hampers. Believed Quarryvale a good proposal and was inclined to support it. Proposed manager's recommendation for Cherrywood.
Padraig Lynch
Councillor for Greenhills/Tallaght 1985-1991. Never received any donations from Frank Dunlop. For 1985 campaign spent £150-£200. Received no donations from 1985-1991 and thus no donations from any developers.
Unhappy with behaviour of some in FF group at the time, felt there was a group with an inside track, and an intimidatory atmosphere. Saw a developer giving an envelope to the late Mr Pat Dunne, thought it "odd" but did not know what was in it. Full details are being furnished to Flood tribunal. Felt Quarryvale and CityWest good developments.
Edward McDonald
A councillor for the Glencullen electoral area from 1985 to 1991. Ran in the 1987 election and subsequently retired from politics. He never received donations from Frank Dunlop.
In the 1987 campaign he received £2,500 from Pascal Phelan of Mastermeats. Apart from this the biggest donation he received would have been £100.
Marian McGennis
A councillor for the Mulhuddart electoral area from 1985 until 1998 when she stepped down from the council. She successfully contested the elections to Dublin Corporation in 1999.
Informed the committee that she had received £1,400 in the form of a cheque from Frank Dunlop just after the 1991 local elections. During the 1992 general election campaign when she was a candidate in Dublin North, Frank Dunlop arranged and paid for the printing of her election posters, leaflets and bus shelter ads. She estimated that the cost of this would have been £3,000 but that she believed the cost would have been less if she had used her own printer instead of the one used by Mr Dunlop. These donations would have been the largest received by Marian McGennis.
Stated that she received normal political donations at election time. She secured funding through such events as golf classics. Emphasised her vote could not be bought. Had never been offered an inducement. Re Quarryvale, does not remember Frank Dunlop lobbying her before the 1991 Quarryvale vote. Voted against Quarryvale in the 1992 vote.
Seamus McGowan
A councillor for Terenure area from 1985 until 1990. He never received anything from Frank Dunlop or developers. Any fundraising he carried out was done through his local cumann. Left the council before Quarryvale and other decisions. He does recall being lobbied by Frank Dunlop in relation to CityWest, and indicated to him that he would oppose this project.
Colm McGrath
Colm McGrath was elected as a Fianna Fail councillor for the Clondalkin electoral area in 1985 and subsequently in 1991. Colm McGrath had attended a meeting with party officials in December 1998. He is no longer a member of Fianna Fail. The committee posted an invitation to Colm McGrath to attend an interview with the committee. No such meeting took place.
Paddy Madigan
Represented the Blackrock electoral area from 1985 until 1994 at which time he ran as an independent candidate in the European elections. He continued as an independent councillor until 1999. He never received any donations for benefits from Frank Dunlop. He did not seek donations from builders or developers. He had his own fundraising events.
Trevor Matthews
Co-opted to the Dundrum electoral area to replace Tom Kitt in 1991 and re-elected in 1999. He received £250 cheque from Frank Dunlop for re-election campaign. Only such contribution received. He was never offered an inducement for his vote.
Larry Mulvihill
A councillor for the Swords electoral area from 1987 until his retirement in 1999. Did not receive donations in excess of £100. Received nothing from Frank Dunlop. Thought Quarryvale would have been a good project to provide jobs.
Jim Murphy
Jim Murphy was a councillor for the Glencullen electoral area from 1985 until 1991. He was reelected in 1999. He never received any donations from Frank Dunlop or donations from developers. He was never offered an inducement for his vote.
Dermot Murray
Dermot Murray was co-opted to the Balbriggan electoral area following the death of Jack Larkin in 1998. He never received any payments from Frank Dunlop. He has not received donations of over £500.
Charles O'Connor
A councillor for the Tallaght/ Rathcoole electoral area since 1991, told the committee that he may have received a cash donation of £500 from Owen O'Callaghan in 1992. Received donations of £450 from Monarch at election time in 1992 and a similar donation from Monarch for the 1999 local elections. Levels of donations he would have received were about £500. Missed Quarryvale vote in 1992 due to illness. Had intended to vote for it.
Senator Ann Ormonde
A councillor for the Rathfarnham electoral area since 1985. Said she had received a £1,000 cheque from Frank Dunlop in 1992. Was then contesting general and later Seanad election. Her bank records indicate a sum of £1,000 was lodged in November 1992. Six months ago Frank Dunlop rang and confirmed she had received this donation.
In November of 1992 she received a donation of £1,000 from Bill Durkan. Also raised funding through wine-and-cheese type functions. Organised a golf classic in 1999, Owen O'Callaghan took £500 sponsorship.
Frank Dunlop may have given her a donation of £200 in 1997 and a similar amount for the 1999 local campaigns.
Raised political donations through the organisation of golf classics with a participation cost of £500 per team. The Baileys donated £1,000 through a golf classic in 1997. In 1996, received a donation of £5,000 from Ballycullen Farms responsorship of teams in a golf classic and prizes.
Recalls being lobbied by Frank Dunlop and Green in relation to Quarryvale. Emphasised that under no circumstances whatsoever could her vote be influenced by donations.
Eillis Rickard
A councillor for the Howth electoral area from 1985 until 1991. She recalls Fianna Fail meetings being dominated by section 4 motions. She recalls a great deal of lobbying in relation to planning matters. Never received any donations from developers and retired from politics in 1991.
Stephen Riney
A councillor from 1985 until 1991 for the Rathfarnham electoral area. He received no donations from Frank Dunlop or developers. Was never offered any inducement for his vote.
Ned Ryan
Councillor for Castleknock area from 1985, said he received nothing from Frank Dunlop nor Green Properties. He did not receive donations from developers in excess of £500. Was supportive of the Blanchardstown proposal. Re his proposal of a rezoning in Laraghcon area, said he received no donations from landowner in question nor from the developer Shannon Homes.
