Sean Ardagh

FF TD Dublin Sth Central since 1997, a councillor for the Terenure electoral area since 1985, said in 1996 his fundraising committee organised a lunch at which Frank Dunlop and Associates took two places at £125 each.

In 1997 received £250 from Owen O'Callaghan lodged into an account held by his fundraising committee. In 1998 Frank Dunlop and Associates donated £250 to a fundraising lunch. Received no donations from developers of over £500.

Jim Barry

Councillor for Tallaght/Oldbawn between 1985 and 1991. Received no personal donations from Frank Dunlop but did request he support Thomas Davis football club. Dunlop presented a £500 cheque to the club.

Biggest personal donation received was £1,000, from Monarch Properties for 1991 local election campaign.

David Boylan

Represented Dun Laoghaire, defeated in 1999 local elections. Never received payments from Frank Dunlop. Does not recall being lobbied in relation to Cherrywood. Got £150 from a builder for 1999 local election campaign.

Ann Brady

Elected to Dun Laoghaire Borough Council in 1979 and served on Dublin County Council from 1985 until 1991 when lost her seat. Never solicited or received funds from any developers or builders.

Recalls removal of whip on planning matters was agreed by Fianna Fail councillors in 1987. Her very independent voting record on the council attests to this view.

Voted against the rezoning of Quarryvale. Voted against the Quarryvale proposal in 1991. Did not receive any payments from Frank Dunlop. Spent nothing on 1979 campaign, financed 1985 and 1991 campaigns from own pocket.

Seamus Brennan

A Councillor for Rathfarnham from 1985 until March 1987. He never received any donations from Frank Dunlop. When a councillor largest donation he received from construction sector would have been £500.

Ray Burke

Ray Burke was a councillor for the Swords area until 1987 when he retired from the council on his appointment as Minister. He was chairman of the council from 1985 until 1987. Mr Burke was invited to attend a meeting of the committee. The committee was furnished with a letter confirming Mr Burke's ongoing co-operation with the Flood tribunal. Mr Burke did not attend an interview with the committee.

Larry Butler

Councillor for Ballybrack since 1991, stated he received the following donations from Frank Dunlop: (1) a cheque for £250 for a newsletter and (2) a cheque for £500 which was submitted to the party organisation in Dun Laoghaire. Has not received donations from builders or developers of over £500.

Voted against the Cherrywood project, and against Dunlop's "Paisley Park".

Betty Coffey

Represented the Dun Laoghaire electoral area since 1985. Constituency records show that Frank Dunlop made a donation of £250 to a constituency fundraising committee. Received no personal donations from him or any developer or builder. Campaigns were funded largely by her family, donations not large and not cash. Opposed Cherry wood, believed Quarryvale beneficial.

Richard Conroy

Represented Ballybrack electoral area from 1985 to 1999. Never received any payments from Frank Dunlop. Funded his own campaigns. He recalls a high level of lobbying activity in relation to Quarryvale. Fianna Fail took a pro-development approach as did he himself.

Liam Creaven

A Councillor for Howth since 1985. Said he received no donations from Frank Dunlop or anybody else and that his political campaigns were fought with the financial support of his family.

Asked about seconding a motion (with FG Cllr Michael Joe Cosgrave) regarding the rezoning of Baldoyle racecourse he stated that both he and Cllr Cosgrave were from the area, he was aware that Frank Dunlop had an option on the Baldoyle proposal. He said he knew Frank Dunlop before this as their wives were friends. Believed Quarryvale necessary for the area.

Jim Daly

Co-opted to council in 1990 for Tallaght/Rathcoole. Lost seat in elections in 1991, re-elected 1999. Proposed the rezoning of land on which CityWest was built. Believed it was a good project.

Informed committee he received a £2,000 cash donation during 1991 local elections from Frank Dunlop. Discussed City West with Mr David Hickey of CityWest on one occasion, discussed the project with Frank Dunlop whom he knew to be PRO for the project. Went on a CityWest-organised trip to Bristol to look at a similar project. Only other donations in 1991 and 1999 were through race nights.

Jim Fahey

A councillor for Mulhuddart between 1985 and 1991. Mr Fahey in the recent past phoned Mr Dunlop to ascertain if he had ever received monies from him. Mr Dunlop informed him he had not.

Period under review was a time of personal turmoil, has no clear recollection of detail, believes he received a donation of £2,000 from a person other than Frank Dunlop but not sure. Has few records and no bank accounts for the period. Received donation of £500 from Ambrose McInerney and £200 from Senator Eddie Bohan for 1991 local election campaign. Voted for Quarryvale.

Margaret Farrell

A councillor for Greenhills 19911999. Never received any donations from Frank Dunlop or anyone associated with Quarry vale or other developers. Used race nights for fundraising prior to 1991 and 1999 local elections, would not have received amounts above £500. Voted for May 1991 Quarryvale proposal.

Chris Flood

A councillor for Greenhills area from 1979 until 1991 when he was appointed a Minister for State. Did not recall receiving any donations from Frank Dunlop and is of the view if ever such a donation was received it was for a very small amount.

Largest donation he would ever have received was from Ballymore Homes of £1,000 each for the general elections in 1992 and in 1997. Donations in the form of cheques. Said Quarryvale provided jobs.

Tony Fox

A councillor for Dundrum area since 1985. Never received any donations from Mr Dunlop. Largest political donation received was for £500. Saw Quarryvale would create jobs.

Jim Geraghty

A councillor for Balbriggan area from 1985-1991. Never received any donations from Mr Dunlop. Received no donations from any developers above £100. Was never offered any inducements for his vote. Felt victimised as a result of a confrontation with a Fianna Fail colleague . . . details will be furnished to Flood tribunal.

Owen Hammond

Councillor for Ballybrack area from 1985-1991. Never received donations from Frank Dunlop or developers. Ran a pub in London for a time while he was a councillor, came back to Dublin every second Monday.

Recalls on one occasion airline ticket was paid to allow him to return to Dublin for a vote. Bought for him by late Cllr Sean Walsh. Has no explanation as to why a ticket was supplied on this one occasion. Says this vote was not Quarryvale.

John Hannon

A councillor for the Tallaght/Oldbawn area since 1985. Recalls receiving a donation of either £500 or £1,000 from Frank Dunlop for the November 1992 election campaign.

During 1998 or 1999 he met Frank Dunlop on the street in Dublin by chance and asked him to confirm this donation. Says Mr Dunlop informed him he never gave him any donation.

Received a cheque donation of £300 from Monarch Properties for the 1992 general election campaign, and a cheque donation of £1,000 from Ballycullen Farms for the 1992 general election.

Finbar Hanrahan

Councillor for Lucan 1985-1999. In October 1998 was queried by Fianna Fail officials as to contacts with Mr Tom Gilmartin. He strongly denied certain allegations.

Said he never received donations from Frank Dunlop. Donations from other developers were not in excess of £1,000 and were for election purposes. Was never offered inducements for vote, would never have accepted them.

Supported original motion to display Quarryvale, abstained on the 1992 vote, signed a Section 4 motion to have land owned by Bovale at Riversdale rezoned for housing.

William Harvey

Councillor for Dun Laoghaire from 1985 until 1991. Never received payments from Frank Dunlop. Never sought or received a donation from any developer, only received small donations of £50-£100 from local business people.

Patrick Hickey

Represented Stillorgan electoral area until 1991. Never received donations from Frank Dunlop or any developers. He was supportive of Quarryvale and pro-development. He never saw any money change hands in Conways.

Michael Kennedy

A councillor for Malahide between 1991 and 1999 when he was re-elected to represent the Swords electoral area. He never received any donation from Frank Dunlop.

He stated he would never take any inducement in return for his vote. In 1991 he funded his own local election campaign and in 1999 donations received would have been under £500.
