The US military has said its planes launched an overnight "precision strike" that destroyed a site in Falluja used by "terrorists" loyal to Jordanian militant Abu Musab al-Zarqawi.
Witnesses in Fallujah said the attack killed two civilian guards at Falluja's most popular restaurant.
"Terrorists frequently planned operations from this location. Plans included targeting Iraqi governmental leadership, Iraqi Security Forces, coalition forces and innocent Iraqi citizens," the US military claimed.
The US military said the location had been under "the terrorist organisations' control" for more than a year and "innocent civilians" knowingly stayed away.
But witnesses said Fallujah residents have been frequenting the restaurant over the past year.
In a separate incident, witnesses said a US military patrol opened fire at a car on a highway just outside of Falluja and killed five civilians on Monday.
The report could not be independently confirmed immediately.
