The WEU is the organisation which brings together ten of the EU members of NATO. Largely moribund until recent years, it has few assets of its own but is developing its capacity as a co-ordinator of potential humanitarian and peace-keeping missions on the EU's behalf and In 1992 its ministers issued the "Petersberg Declaration" on the issue. To carry out such operations it will require to borrow the military resources of NATO and the means to do so are currently being negotiated. It is seen by many as the embryonic defence arm of the Union although there is resistance to its incorporation in the Union by the neutrals like Ireland as well as by some strong supporters of NATO, the British and the Danes. Ireland attends the organisation as an observer, with one diplomat and two Army officers liaising full-time with the Brussels headquarters. Both the Ministers for Foreign Affairs and Defence attend WEU ministerial meetings.
